O que é Web Design Responsivo?
Responsive Web Design é usar HTML e CSS para redimensionar automaticamente um site.
Responsive Web Design é fazer com que um site fique bem em todos os dispositivos (desktops, tablets e telefones):
Configurando a janela de visualização
Ao criar páginas da web responsivas, adicione o seguinte <meta>
elemento a todas as suas páginas da web:

Consultas de mídia
As consultas de mídia desempenham um papel importante em páginas da Web responsivas.
Com consultas de mídia, você pode definir estilos diferentes para diferentes tamanhos de navegador.

Imagens responsivas
Responsive images are images that scale nicely to fit any browser size.
When the CSS width property is set to a percentage value, an image will scale up and down when resizing the browser window.

property is set to 100%, the image will scale down if it has to, but never scale up to be larger than its original size:
